Its your City, It's your Team
The correct translation is "it's your city, it's your team". It is just a commercial sign with a commercial intent but it is a bit insensitive.
My family is bilingual English Spanish. I was on the telephone complaining to the Relaciones about the Guia Migrante and my inability to do day job work in Mexico when I visit there on a visitors visa. I had tried that twenty years ago and was warned by an agent to cease or be arrested.I support enforcement and see its lack as bad for the 3rd World as well. Here's some of the "programming" KRCA-TV Channel 62 offers. After reading about this, it's no wonder about the billboard. The goal is blatantly obvious. No covert operations here.

The absurdity of Reality TV continues to grow...
A Spanish-language TV show in the US is offering, as its top prize, help from immigration lawyers to gain a green card residency permit. The TV show Gana la Verde (Win the Green) started last month on the KRCA-TV Channel 62 in Los Angeles.
Contestants have to perform stunts that include swallowing tequila worms, trying to catch a pig smeared in butter, and jumping between two trucks.

Very interesting. I called the station and got a man that barely speaks English. He transfered me into a voicemail with a male speaking Spanish on the message.

I called 1-210-822-2828 and got Irene Dente IRENEDENTE@clearchannel.com and I also sent her the picture. She said they didn't know anything about the billboard but would look into it to verify it. It would help if more people called. If it is real then someone at Clear Channel needs to be fired and it needs to be torn down ASAP

I've been thinking this and think I confirmed my thinking.
From http://www.clearchannel.com/Television/Stations.aspx it does not appear that KRCA Channel 62 Los Angeles is part of Clear Channel stations.
It appears Clear Channel owns the billboard and sold the space for advertising space to the station.
The press release I cited stated their intent to move into the mulitcultural outdoor market.

Clear Channel is still responsible for what is on their billboard
In fact, Viacom just turned down ProjectUSA who wanted to advertise on one of its billboards in Arizona.
