Calderon instructs his troops in the US as follows in the matter of influencing the debate on immigration: (acts that are considered illegal if done in Mexico by foreign entities):
1) Give precise arguments
2) Participate in public debates
3) Approach all communication media
4) Speak to NGOs (NonGovernmental Orgs)
5) Coordinate (unify) the discussion
6) Defend Mexico and its government
7) Use the US government's own studies and evaluations to defend the role that Mexican immigrants play in the US
They refer specifically to the studies of the Council of Economic Advisors which justifies the contribution made by Mexican workers to the US economy..

The Mexican government has apparently applied to the U.S. State Department to open a new consulate in Boise, Idaho, and they might have already rented office space. This followed a petition drive which garnered 10,000 signatures in support of the new consulate.
At least two of those pushing the scheme have links to the Mexican government.
The first mentioned in the article is Lucio Prado of Boise. He has a radio show () and has or had some involvement with an Acapulco restaurant. OK! TV INTERVIEW IS OVER.
It is coming out in the news tonite at 6, Mountain Time, Channel 7, KTVB (not a network channel -- just Idaho). Jonie Schriver, reporter.
They were looking for 2 viewpoints: con vs pro of a Mexican consulate in Boise
They said they got a "pro" already. Some restaurant owner of a Mexican restaurant here (go figure).
I was their "con."
I talked to them about:
1) matricula consular (MC) card - the only ones that need them are illegal aliens, coz if you were legal, you can simply go to the DMV and get an ID or DLs
2) with an ITIN which you can get from the IRS and a MC card, you can get a job!! Which takes away a job from an Idahoan.
3) What is the idea behind a matricula card? Hypothetically, if you were visiting a foreign country and you lost your passport, you go to your consulate and they will issue you another passport, NOT SOME GOVT ID that looks like a DL. Why does the Mexican consulate issue matricula cards instead of passports then?
I also told them that, as an exercise, some people called MEXICAN BANKS AND ASKED THEM IF THEY COULD OPEN A BANK ACCOUNT WITH A MC. THE MEXICANS BANKS SAID NO. So, if even Mexican banks don't accept this as an official ID card, why are Mexican consulates issuing them here? Does this make sense??
4) I TOLD THEM ABOUT PRES. CALDERON'S "ZERO TOLERANCE POLICY" and his plans of forming ADLs (Anti-Defamation Leagues) and staffing his Mexican consulates here with Mexican lawyers who are going to "defend the rights of migrants" IN OUR COURTS. Who is going to pay for the defense these lawsuits? US? Idahoan taxpayers?
Then they asked me how I got involved in this issue. I told them my story, blah blah blah....(not important right now for us Alipacers)...
Then they asked me if I was part of a group. THAT'S WHEN I BROUGHT ALIPAC UP!! I gave them our website!! I told them we are for LEGAL immigration, not illegal immigration. They said they will post our web address on the report!!! YES!!! Maybe we will get more Idahoans for our cause.
Then they asked me if they thought a Mexican consulate here in Boise will bring more illegals here. I answered: "DEFINITELY! They will go where they have support."
