Specter has changed this on his site since yesterday!! Yesterday his article said he would give green cards to all illegals so they would have legal status and not be considered here illegally, he also wants to keep the family reunification the same as it is now, which lets in millions of family member and that must be stopped.

SENATOR SPECTER CIRCULATES DISCUSSION DRAFT ON IMMIGRATION LEGISLATION
Washington, D.C. - U.S. Senator Arlen Specter, ranking member on the Senate Judiciary Committee, today circulated a discussion draft of an immigration proposal. The proposal seeks to provide a plausible and alternative path to achieving comprehensive immigration reform during this Congress.
Detailed in a letter circulated to the every member of the Senate, the modified proposal makes two key changes to the previous comprehensive immigration reform legislation (S.1639): 1) eliminates the path to citizenship for immigrants, and 2) does not tamper with the current family unity provisions.

Arlen Specter's New Immigration Plan--Third Time's A Charm

Here is an odd story. It seems that The Hill, Congress Gossip Blog, and the Politico' Crypt Blog, are all reporting that Arlen Specter is getting ready for a third run at immigration reform. According to the Politico

Sen. Arlen Specter (R-Pa.) said he's floating a plan that would grant legal status to the nation's 12 million illegal immigrants, but offer no path to citizenship.
"It might be the equivalent of a green card," Specter said Thursday. "The main thrust is to bring the 12 million out of the shadows," and eliminate the fear of arrest or deportation.
Specter said conservatives who last month derailed a comprehensive immigration bill might accept his plan because it would not allow the 12 million to seek citizenship status.
Let's see, Specter is saying if you have gotten into the country illegally, all you need to do is sign up for some sort of green card equivalent and you are legal. Isn't that the essence of amnesty? Specter says it isn't. Maybe he is counting on conservatives not noticing. It could happen. Specter knows how Republicans think. After all last month the Senate missed breaking the filibuster by one vote.
In possibly related news, according to the New York Times, Specter went flying with President Bush on Air Force One earlier this week. The Times says he was particularly chatty during the flight. Maybe he found time to listen to the President's advisers. Bush is still in need of a legislative success for his legacy. Bingham from New Mexico. Wants the 5 year bar lifted on illegal immigrant children. We need to also when speaking to anyone on the phone that no we can't take on illegals health care or their anchor babies either. NO NO NO!

"We litigated amnesty and that lost," Specter said.
Specter's pitch comes as the Senate voted Thursday to add $3 billion to the homeland security appropriations bill for border security measures.
Specter said he has talked with President Bush and the bipartisan group of senators who crafted the last comprehensive bill.
Sen. Lindsey Graham (R-S.C.), who helped negotiate the failed comprehensive bill, suggested that he was skeptical of creating a class of workers with no opportunity to seek citizenship.
"Europe has paid a heavy price for that stuff," Graham said.
A spokeswoman for Sen. Edward Kennedy (D-Mass.), who led negotiations for the Democrats, said the senator was looking at Specter's proposal and meeting with his staff.<div>''Life's tough......it's even tougher if you're stupid.''
